Sales intelligence platforms have spent a decade building for commercial buyers, chasing intent signals from website visits and job postings. Government has largely been treated as an afterthought, a market too idiosyncratic to warrant its own tooling. That is starting to change.
Cloverleaf AI, a Denver-based platform that gives business-to-government (B2G) sellers early warning on deals before an RFP is even published, closed an $8 million Series A led by S3 Ventures, with Jackson Square Ventures, Ivy Ventures and Tawani Ventures also participating. The platform tracks more than 70,000 public-sector agencies and 200,000 verified public-sector speakers, mining committee meetings and budget discussions for the signals that precede a formal solicitation. Cloverleaf AI said the round follows a partnership with government reseller Carahsoft announced earlier this month.
“The RFP is a lagging indicator. By the time sellers see it, someone else has already won,” said Adam Zucker, CEO and co-founder of Cloverleaf AI. Pete Solvik, a partner at Jackson Square Ventures and a Cloverleaf board member, framed the gap more bluntly: every major sales intelligence tool, he said, “was never designed to decode government procurement.”
The signal for revenue leaders is not the check size, it is what the investor list says about where general-purpose sales intelligence platforms, built for job-change alerts and funding-round triggers, stop being useful. Buying-signal prospecting has become table stakes in commercial sales tech, so B2G teams evaluating a stack now have to ask whether their intent data was ever built to read a budget hearing in the first place. Customer Uber Transit told Cloverleaf it has generated up to $1 million in pipeline per rep per quarter on the platform, a number worth stress-testing against your own public-sector win rate before dismissing a vertical tool as a niche buy. It is also worth reading against how AI adoption speed keeps outrunning measured ROI across the rest of the sales stack.
